EWAAC
Enterprise-Wide Agile Acquisition Contract (EWAAC) is a contract vehicle from the Department of Air Force to support the Air Force Materiel Command and Special Operations Command (SOCOM) to provide system development, rapid prototyping, system integration, open systems architecture and enterprise analytics for Eglin AFB and its mission partners. Timothy (Tim) Liebold serves as the Chief Operating Officer for VETS, LLC, where he is responsible for overseeing enterprise operations, driving strategic initiatives, and ensuring the successful execution of federal programs across the organization. In this role, Tim leads cross-functional teams, optimizes operational efficiency, and supports the company’s long-term growth objectives through disciplined program delivery and client-focused solutions.
Tim brings over a decade of experience in government contracting, program management, and defense support services. His career includes leadership roles supporting mission-critical projects for various federal agencies, where he has demonstrated expertise in operational planning, resource management, and contract execution. He holds a Bachelor of Business Administration and maintains professional certifications in Project Management and Federal Acquisition. A proud U.S. military veteran, Tim applies the values of service, integrity, and accountability to his executive leadership role.

William (Bill) Gardner is the Chief Revenue Officer at VETS, where he leads growth strategy, revenue generation, and client engagement across defense and federal sectors. With over 35 years of experience in nuclear maintenance, program management, and military operations—including 26 years of service in the U.S. Air Force—Bill brings deep expertise in lifecycle logistics, operational readiness, and team leadership. He holds an MBA in Project Management and is a certified PMP. Known for building mission-driven teams and driving operational excellence, Bill is passionate about helping veterans thrive in post-service careers and advancing innovation in national defense.

Jordan Falk - Chief Technology Officer
Jordan Falk is the Chief Technology Officer (CTO) at VETS, LLC, where he drives the company’s strategic technical vision and leads innovation across its engineering and technology initiatives. With a decade of experience in Systems Engineering, Model-Based Systems Engineering (MBSE), and the defense contracting sector, Jordan brings a depth of expertise and forward-thinking leadership to his role.
Jordan began his academic journey with a Bachelor of Science in Aerospace Engineering from the University of Illinois at Urbana-Champaign, later earning a Master’s Degree from the University of Southern California. Throughout his career, he has been a key contributor to complex defense programs, combining a strong technical foundation with a passion for advancing modern systems design practices.
As CTO, Jordan is committed to fostering innovation, ensuring robust engineering methodologies, and aligning VETS, LLC’s technological capabilities with the evolving needs of its clients and mission partners.

Emily Zirbel is the Chief Financial Officer at VETS, LLC, with over 13 years of specialized experience in government contract accounting. She holds an MBA from the University of North Alabama and has a deep passion for financial management and strategic planning. She is highly skilled in budgeting, forecasting, and DCAA compliance. Her expertise makes her a trusted advisor in financial decision-making. Outside of work, she enjoys spending time with her husband and two kids.

Donovan Hice

Donovan Hice - Chief Human Resources Officer
Donovan Hice is VETS LLC’s Chief Human Resources Officer, where he leads strategic workforce planning, talent development initiatives, and organizational culture transformation. A retired U.S. Air Force Senior Noncommissioned Officer, Donovan served as a Nuclear Weapons Superintendent, where he provided strategic oversight of logistics, supply chain operations, nuclear policy and doctrine, and supporting and mentoring enlisted personnel across global missions. He brings over two decades of leadership, compliance, and people-focused strategy to his role. Donovan is a graduate of the University of Arizona. A proud veteran, he enjoys traveling with family, golfing, and fly fishing in his free time.

Tyler Lovelady

Tyler Lovelady - Vice President of Business Development
Tyler B. Lovelady is the Vice President of Business Development at VETS, LLC, where he leads strategy, growth, and capture across digital engineering and MBSE markets. An INCOSE Certified Systems Engineering Professional (CSEP), Tyler brings over a decade of experience in systems engineering, acquisition, and model-based transformation. Prior to VETS, he served as the MBSE Lead for the Army’s Future Long Range Assault Aircraft (FLRAA) program. Tyler holds multiple DAU certifications and actively supports industry collaboration as Corporate Relations Director for INCOSE Huntsville. A proud Army veteran advocate, Tyler is passionate about leadership, innovation, and building high-performing, purpose-driven teams.

Matthew Davis

Matthew Davis - Vice President of Government Programs
Matt Davis is the Vice President of Government Programs at VETS, LLC, where he leads the engineering department supporting the full scope of the company’s government contracts. He brings over a decade of experience in Systems Engineering, Model-Based Systems Engineering (MBSE), and the defense contracting space, guiding technical strategy and execution for high-impact federal initiatives.
He holds a Master of Science in Electrical Engineering and a Juris Doctor focused on Intellectual Property, combining deep technical expertise with legal insight to navigate complex system design, innovation, and compliance challenges.
At VETS, LLC, Matt is a driving force behind the company’s engineering excellence and commitment to service, leveraging his multidisciplinary background to deliver enduring value to clients and the nation’s critical missions.
